I rolled a char with sanguine (permanent Mood +12) and Fast Learner (+75% learning speed), which are amazing, but it used NO points at all. But I've run into several issues that I don't really understand: I decided to use the point limit, because tbh I have no clue what makes a character fair or weak or overpowered and was happy to find out there's a point limit that takes care of that for me.
